Kibbutz Kfar Aza, which suffered severe losses during the October 7, 2023 massacre, has decided on a plan to memorialize the tragedy nearly three years later. The Heritage Ministry, led by Minister Amichai Eliyahu, allocated only two million shekels for the memorial but imposed a condition that the ministry retain control over how the commemoration is conducted, effectively demanding "copyright" rights over the memorial's narrative.

The kibbutz plans to reconstruct parts of the "Young Generation" neighborhood, establish a large memorial center, and erect a monument honoring soldiers who died defending their home. However, the ministry's stipulation sparked opposition from the kibbutz leadership. The chairwoman of Kfar Aza stated, "The only rights this government has are over October 7 itself. We will ensure the horrific event is commemorated on our terms."

In response to the ministry's restrictive conditions, the Jewish National Fund (KKL) announced it would provide the kibbutz with 15 million shekels to support the memorial efforts without imposing control over the narrative. KKL chairman Eyal Ostrinsky criticized the government's veto power on the memorial's form, calling it a significant injustice to the kibbutz and community.

The October 7 massacre resulted in 62 deaths and 19 kidnappings at Kfar Aza. In March 2025, security footage revealed the brutal events, including the attackers' arrival, kidnappings, looting, and the movement of hundreds of Gaza residents between the kibbutz fence and the Gaza Strip. No response was received from Minister Eliyahu regarding the controversy.

Summary: Nearly three years after the October 7 massacre at Kibbutz Kfar Aza, the Israeli Heritage Ministry offered limited funding for a memorial but demanded control over its narrative, prompting the Jewish National Fund to provide additional funds without such conditions to support the kibbutz's chosen commemoration approach.
