- Changes follow feedback from Eurovision 2026 broadcasters and aim to enhance safety and clarity.
The European Broadcasting Union (EBU) has approved significant changes to the Eurovision Song Contest rules, effective from the 2027 competition in Bulgaria. These amendments follow feedback from broadcasters involved in Eurovision 2026 in Vienna and aim to clarify regulations, enhance participant protection, and ensure the contest can be held safely.
A key change concerns the hosting rights of the winning country. Under the new rules, victory no longer guarantees automatic hosting the following year. If war, geopolitical tensions, or other circumstances severely impact security or stability in the winning country or its region, the EBU may commission an independent security assessment. Based on this, the EBU will consult with a reference group to determine if the winning broadcaster can safely host the event. If not, the EBU can select an alternative broadcaster in another country to organize Eurovision. This marks the first explicit mechanism allowing the EBU to relocate the contest due to security or geopolitical issues.
Another update clarifies the use of playback and prerecorded tracks. Lead vocals must be performed live on stage, while backing vocals and prerecorded elements remain permitted but cannot replace or unfairly assist the live lead singing.
Additionally, the minimum age for participants will rise to 18 years old by the first rehearsal day starting in 2027. This change could directly affect the pool of eligible performers.
These rule changes come amid concerns about Israel’s recent strong Eurovision performances, including its second-place finish in 2025, and ongoing regional conflicts. The EBU emphasizes these adjustments are designed to maintain fairness, safety, and clarity for all involved in the contest.
