Ben Gurion Airport is facing increased passenger congestion during the summer, exacerbated by the presence of American refueling crews, European flight disruptions, and the holiday travel surge. Recently, the Israel Airports Authority (IAA) issued a directive reducing the baggage check-in window from four hours to three hours before departure, effective August 3. This change primarily affects Israeli airlines, which hold over 60% of the market share at Ben Gurion, as foreign carriers already operate with a three-hour check-in policy.

Previously, Israeli airlines opened check-in counters four hours before flights, allowing early baggage drop-off that helped manage passenger flow. However, the new rule has led to operational difficulties, including lost luggage and delays, due to a shortage of staff handling early baggage processing. Attempts to allocate dedicated teams for early baggage failed as it strained airline personnel, forcing airlines to limit check-in to three hours before departure.

The IAA defends the policy, stating that three hours is the international standard and that early check-in counters were operating against regulations. They also reject claims of staff shortages, noting an increase in baggage handling personnel from 1,753 in July 2025 to 1,811 in July 2026. The directive aims to reduce bottlenecks caused by baggage sorting capacity and manpower constraints.

In addition to terminal congestion, parking shortages have worsened, with short-term lots frequently closing due to overcrowding. Many travelers prefer short-term covered parking despite higher costs, as it offers convenience over long-term lots requiring shuttle transport. Although regulations call for towing vehicles parked over 24 hours in short-term lots, enforcement is lax, and violators typically pay only daily parking fees.

The IAA recommends that passengers and their escorts use public transportation to reach the airport to alleviate parking and traffic pressures. Overall, the new check-in policy has disrupted passenger experience and complicated airline operations amid peak summer travel demand.
