The Israel Defense Forces (IDF) arrested a Hamas terrorist from the Nukhba unit who crossed the Gaza border on October 7 during the massacre, in an area designated as "terrorist-free." The suspect was identified and detained after driving a humanitarian aid truck into Israeli-controlled territory in Gaza. Following his arrest, he was transferred to Shin Bet for interrogation. According to reports, the terrorist had applied for security clearance to work as a driver transporting humanitarian aid, a request approved by Shin Bet. The driver crossed the border, reached the designated area, and was apprehended by the IDF.

A military source expressed concern that the Rafah area could become a zone where Palestinian civilians are used as cover for infiltration by Hamas operatives. Humanitarian aid trucks enter Gaza through the Zikim crossing into the al-Rashid street area in western Jabalya, guarded by armed Hamas militants. The Rafah crossing, especially after the escalation on October 7 and the intensifying conflict in Gaza, remains a contentious point between Israel and Egypt. Recently, it was revealed that Egypt seeks to open the crossing for goods transfer without Israeli inspection, a move firmly opposed by Israeli security and political leadership.

Security officials emphasized a unified stance against allowing goods entry except through the Kerem Shalom crossing, with no intention to change this policy. One key lesson from the October 7 attack highlighted the ongoing issue of smuggling into Gaza via land, underground tunnels, and sea routes, often without Israeli knowledge. The IDF and Shin Bet continue extensive efforts to prevent Hamas and other terrorist groups from smuggling dual-use materials, military equipment, weapons, ammunition, and goods used for barter to finance Gaza’s terror activities.
