A new study from Tel Aviv University reveals that approximately 270,000 Israelis left the country for at least three consecutive months between 2023 and 2025, marking a nearly 50 percent increase compared to the previous decade. Researchers estimate that the number of emigrants by the official definition, those staying abroad for over 270 days in the first year, will reach around 45,000 to 50,000 in 2025.
The study, conducted by Prof. Itai Ater, Prof. Netai Bergman, and doctoral student Doron Zamir, shows a peak in departures with 86,500 Israelis leaving in 2023, rising to 91,500 in 2024, and slightly decreasing to 90,900 in 2025. This sustained high level contrasts with the annual average of about 60,000 departures before the COVID-19 pandemic. The researchers used a shorter-term metric of three-month absences to provide early estimates, finding a strong correlation (96%) with the official migration definition.
Significantly, the data indicates a sharp rise in the emigration of highly skilled professionals, including doctors and engineers. Between 2023 and 2024, around 950 doctors left Israel, resulting in a net loss of over 500 medical professionals after accounting for those who returned. Engineers also saw a net negative migration of approximately 2,360. The proportion of emigrants with above-average incomes has increased notably in recent years.
The researchers link the rise in emigration to political and social developments following the 2022 elections, judicial reform debates, and the October 7 war. While other countries like Greece, Hungary, and Lebanon have experienced similar outflows, the impact on Israel could be more severe due to its economy's reliance on concentrated human capital in high-tech, medicine, and academia.
Prof. Ater warned that although current figures do not yet threaten Israel's resilience, continued trends without intervention could jeopardize the country's security and economic stability. The full 2025 migration data will be officially published in early 2027.
