Senior U.S. officials and members of the "Board of Peace" have presented a comprehensive plan for Gaza's future following ongoing conflict, as revealed in a recent discussion with C14. The plan calls for the gradual disarmament of Hamas, establishment of a new Palestinian governing body, deployment of an international stabilization force led by the U.S., and phased economic reconstruction. Implementation is expected to take between 200 and 350 days, with each phase subject to international verification due to a complete lack of trust between the parties.

U.S. President Donald Trump described the agreement as "historic," marking a critical step toward lasting peace and security. The plan envisions transferring control of Gaza to a new Palestinian government that will cooperate closely with the Board of Peace and ensure Gaza no longer serves as a base for terrorist attacks against Israel. The new governing body, called the NCAG (Palestinian Committee for Gaza Management), is designed as a technocratic, apolitical entity distinct from both Hamas and the Palestinian Authority, and will manage Gaza during the transitional period with international expert support.

Key elements include dismantling Hamas's military infrastructure, including tunnels and weapons manufacturing, and consolidating security under one authority with one legal framework. Smaller militias will disarm before Hamas completes full disarmament. The plan also reforms humanitarian aid distribution to prevent Hamas from diverting funds, with sanctions imposed on financial entities aiding Hamas. An international force, commanded by General Jeffress and comprising over 5,000 troops from multiple countries, will oversee disarmament, train the new Palestinian police, support Israeli withdrawal, and maintain security during the transition.

The Palestinian Authority will not assume control of Gaza initially, pending significant reforms and demonstrated governance capacity in the West Bank. Coordination with the PA continues, and future involvement is possible if reform benchmarks are met. The plan also involves consultations with regional Arab states including Egypt, Qatar, Turkey, UAE, Saudi Arabia, Jordan, Kuwait, Bahrain, and Morocco, each expected to contribute to stabilization and reconstruction efforts.

Iran reportedly attempted to dissuade Hamas from joining the agreement but has reduced its support in recent years. Hamas may receive amnesty under the plan only if it fully disarms. The economic vision aims to reduce Gaza's dependence on humanitarian aid by fostering private investment, free markets, and broad employment opportunities. Donor countries have pledged substantial funds for reconstruction, contingent on Hamas's disarmament. Officials credited President Trump, Secretary of State Marco Rubio, and the negotiation team for leading the process, emphasizing that the real challenge lies ahead in implementing the plan on the ground.
