Disciplinary Investigation Against Attorney Roy Kahlon Resumes After Yearlong Freeze

The disciplinary investigation against Attorney Roy Kahlon has resumed in recent weeks after being frozen for over a year. The probe was reignited following a reprimand from the State Attorney's Office Complaints Commissioner, retired Judge Menachem Finkelstein, who criticized the prolonged delay and recommended that Kahlon petition the Supreme Court over claims of undue delay. Earlier this week, the testimony of former Acting State Attorney Dan Eldad, Kahlon's direct supervisor, was taken as part of the renewed inquiry.

The case dates back about a year and a half, when Prime Minister Benjamin Netanyahu appointed Kahlon as Acting Civil Service Commissioner. The State Attorney, Gali Baharav-Miara, refused to defend the appointment in the Supreme Court and announced at the last moment the opening of a disciplinary investigation against Kahlon on suspicions of inflating his resume. The investigation then stalled for many months.

Recently, Haifa District Attorney Hila Katz was appointed to oversee the case, prompting the resumption of investigative actions and additional witness testimonies. The State Attorney's Office stated that the case is "sensitive and complex," and that delays were mainly due to difficulties in finding a suitable prosecutor, as several declined due to conflicts of interest or personal reasons. With the new prosecutor in place, further investigation steps have been authorized and witnesses summoned.

The ongoing investigation highlights tensions within the legal system regarding Kahlon's appointment and the handling of the disciplinary process, with the Supreme Court potentially playing a role if Kahlon follows the recommendation to petition over the delay.
