Disciplinary Investigation Against Attorney Roy Kahlon Resumes After His Nomination for Police Ombudsman

The disciplinary investigation into attorney Roy Kahlon has resumed in recent weeks following a prolonged period of inactivity, according to a report by i24NEWS. The revival of the investigation came shortly after the Public Complaints Commissioner reprimanded the Attorney General and recommended that Kahlon petition the Supreme Court, alleging undue delay in the process. For approximately one year and eight months, no investigative actions were reportedly taken in the case.

Last Friday, Noveh Dromi announced Kahlon as a candidate for the position of head of the Police Investigations Department (Mahash). Two days later, former acting State Attorney Dan Eldad testified as part of the disciplinary inquiry. Over two and a half years ago, Kahlon was appointed by the Prime Minister as acting State Service Commissioner, but the Attorney General refused to defend his appointment in the Supreme Court. During that hearing, the Attorney General’s representative announced the opening of a disciplinary proceeding against Kahlon on suspicion of inflating his resume.

The investigation had been frozen for over a year despite repeated requests from Kahlon and the investigative body to advance the process. The delay was unofficially attributed to difficulties in appointing a legal prosecutor for the case. Recently, Haifa District Attorney Hila Katz was appointed as the legal prosecutor overseeing the investigation, leading to renewed investigative activity. Earlier this week, Dan Eldad, who was Kahlon’s direct manager, provided testimony.

Journalist Amit Segal questioned the Attorney General’s office about whether the investigation’s renewal was linked to Kahlon’s nomination for Mahash head. The office denied any connection, stating the case had been continuously managed with investigative actions and legal oversight throughout. They noted the main challenge was finding a suitable prosecutor, as several declined the case. The request to complete the investigation was submitted and approved before Kahlon’s nomination announcement, and witnesses have been summoned accordingly.
