IOC Temporarily Lifts Suspension of Russian Olympic Committee Ahead of 2028 Games

The International Olympic Committee (IOC) has temporarily lifted the suspension of the Russian Olympic Committee, which was imposed in October 2023 after Russia incorporated sports bodies from four occupied Ukrainian regions. This decision, coming more than four years after Russia's invasion of Ukraine, paves the way for a gradual return of Russian athletes to international competitions, including the 2028 Los Angeles Olympics.

At the 2024 Paris Olympics and the upcoming Winter Games in Milan-Cortina, only a limited number of Russian athletes participated as neutral individuals without their flag, anthem, or official representation. These athletes underwent a vetting process to ensure they did not publicly support the war or have ties to the Russian military. With the suspension lifted, these restrictions have been removed, potentially allowing a much larger contingent of Russian athletes to compete.

However, the IOC has not yet decided whether Russia will be allowed to compete under its flag, colors, and anthem at the Los Angeles Games. International sports federations retain the authority to decide if and under what conditions Russian athletes and teams may return. The IOC emphasized that the Russian committee committed to refraining from activities in the occupied Ukrainian territories and that the situation will remain under close scrutiny.

The IOC also reserved the right to take further action if necessary. Due to ongoing concerns about the Russian anti-doping agency, Russian athletes will be required to undergo repeated testing by the International Testing Agency before competing internationally again. Meanwhile, the IOC announced it will not host events in Russia or invite Russian government officials or senior state representatives to its events at this time.
