Israel's Land Enforcement Authority has issued a demand to 121 local planning committees, requiring them to submit documents detailing conflict of interest arrangements for their members within seven days. This action follows inspections that revealed deficiencies and enforcement measures against authorities failing to meet their legal obligations.
The Authority emphasized that adherence to conflict of interest regulations is fundamental for the proper functioning of planning and building committees and for maintaining public trust. Committee members' powers necessitate public responsibility, transparency, and compliance with the law. The Authority stated it will continue to exercise its oversight powers to ensure committees operate fairly, objectively, and in accordance with proper administrative procedures.
This demand is part of broader checks the Authority is conducting on local planning and building committees. Earlier in October, it was found that 17 out of 131 local committees had not yet updated their surveys of building code violations within their jurisdictions, a legal requirement. In response, the Authority contacted these committees and is now considering further action.
Among the committees with identified deficiencies are those in Kfar Saba, Eretz Ha'Gilil, Beit She'an, Dimona, Tayibe, Tayibe, Baron Settlements, Kfar Yona, Lahavim, Lachish, East Sharon, Ma'ale Naftali, Misgav, Central Arava, Ramat HaSharon, Shorash, and Shapir. The Planning and Building Law mandates these committees to conduct, publish, and update building violation surveys every five years to map significant violations and guide enforcement priorities.
The Authority noted that despite multiple requests, these surveys remain incomplete, and no responses have been received from the relevant authorities. Consequently, the Land Enforcement Authority issued an ultimatum to the Kfar Saba Local Committee and its mayor, giving them 14 days to begin the survey. If the municipality fails to comply, the Authority will hire an external company to perform the survey and charge Kfar Saba double the execution cost. As of now, Kfar Saba has not provided a clear response regarding its intention to conduct the survey. The Authority reiterated that these broad checks aim to ensure committees fulfill their legal duties, and non-compliance may lead to enforcement actions.
