Special "double envelope" votes cast by soldiers, prisoners, hospital patients, and others unable to reach their registered polling stations are counted after regular ballots, potentially changing final election results. In the last election, nearly 10% of voters used this method, with Likud receiving the most votes. These ballots can shift Knesset seats and impact parties near the electoral threshold. Final results are published within eight days of the election.

  • Double envelope votes, cast by soldiers and others, are counted after regular ballots and can alter election results.
  • Nearly 10% of voters used double envelopes in the last election, totaling 462,807 ballots.
  • These votes are verified by the Knesset's Central Elections Committee before counting.
  • The Likud party received the most votes from double envelopes in the previous election.
  • Double envelope results can shift Knesset seats and affect parties near the electoral threshold.
  • Final election results are officially published within eight days of election day.

Votes cast by soldiers, prisoners, hospitalized individuals, and those with mobility limitations are counted separately using a "double envelope" system, which could potentially alter final election outcomes even after initial results are announced. These ballots are not opened at polling stations but are sent to the Knesset's Central Elections Committee for verification. In the previous election, 462,807 voters, nearly 10% of the total electorate, used this method. The votes are tallied only after regular ballot boxes are counted, meaning they can shift Knesset seats between parties and decide the fate of lists near the electoral threshold.

The double envelope process involves voters placing their regular ballot inside an outer envelope where their personal details are recorded. This outer envelope is then submitted to the Central Elections Committee, where eligibility is confirmed and double voting is prevented before the inner ballot is counted. This year, evacuees due to security situations and Israeli envoys abroad are also voting via double envelopes.

Data from the Knesset's Research and Information Center indicates a consistent rise in the number of double envelope voters across the last five election cycles. In the 25th Knesset elections in November 2022, 458,714 of the 462,807 double envelope votes were deemed valid. The Likud party received approximately 108,000 votes from these envelopes, more than any other party. Religious Zionism, which ran with Otzma Yehudit at the time, secured 15.5% of the double envelope votes, exceeding its national share of 10.8%.

According to law, the Central Elections Committee must publish the final election results within eight days of election day.
