Israel Election Day: Voting Available in Prisons, Hospitals, and at Sea
Israel's 26th Knesset elections will feature special polling stations in prisons, hospitals, and on ships at sea for eligible citizens. While inmates, patients, and sailors can vote under specific conditions, Israelis vacationing or living abroad generally cannot vote remotely. Provisions are in place for women in shelters and evacuated citizens. The system uses double envelopes to prevent duplicate voting, with 463,000 such envelopes processed in the last election.

Millions of Israelis are eligible to vote in the upcoming 26th Knesset elections, but not all will do so at their local polling station. Israeli law permits voting in a variety of unusual locations, including prisons, psychiatric hospitals, and even ships at sea. Conversely, some citizens, such as Israelis vacationing abroad, are unable to vote from their current location.
Patients hospitalized in general, psychiatric, nursing, and rehabilitation facilities can cast their ballots via special polling stations, provided the institution has at least 50 beds. Voters must present identification and proof of hospitalization. Medical staff unable to reach their regular polling station may also vote under certain conditions. Family members, visitors, and day-patients are not eligible, and while polling stations do not typically go to individual patient beds, one hospital is preparing a mobile unit for those unable to move.
Incarcerated individuals retain their right to vote. Fifty-five polling stations will be set up in prisons and detention centers for eligible inmates and detainees, as well as for guards on duty. Voting is conducted secretly using double envelopes to ensure no double voting occurs.
Women in shelters for victims of violence and citizens evacuated due to security concerns also have special provisions. They can vote at accessible polling stations without needing to return to their registered place of residence. Similarly, sailors and passengers on approved Israeli vessels can vote at sea up to 12 days before election day, provided there are at least 14 eligible Israeli citizens aboard and the ship is not in an Israeli port.
In contrast to countries allowing remote voting, Israel primarily restricts absentee voting abroad to state employees, representatives of certain national institutions, and their eligible family members. Approximately 810,000 eligible voters live abroad, most of whom cannot vote remotely. In the previous election in 2022, about 463,000 double envelopes were processed by the Central Elections Committee to prevent duplicate voting.
