The Tel Aviv District Court convicted Tzachi Liber, a strategic advisor and one of the defendants in the submarine affair, on charges of mediating bribery, money laundering, and aiding in the preparation of false accounting records. Judge Shmuel Melamed ruled that Liber received approximately 94,000 shekels from Miki Ganor, who represented the German company ThyssenKrupp in Israel. These funds were intended as bribes for David Sharon, former bureau chief to Prime Minister Netanyahu. The court found that fictitious companies and invoices were used to disguise the transfer of funds, presenting the payments as compensation for non-existent consulting services.

The verdict was originally scheduled to be delivered in February by Beni Sagie, former president of the Beersheba District Court, but was delayed due to his death in a road accident.
