Michael Rouimi, a solar energy entrepreneur, has filed a lawsuit seeking NIS 22.7 million (approximately $6 million) against the energy group Synergy, Menora-Mivtachim Energy, and their joint venture, Menora-Mivtachim Synergy.

The lawsuit, submitted to the Central District Court, alleges breach of contract concerning an agreement to establish floating solar installations on water reservoirs. Rouimi claims to be an expert with unique Israeli expertise in utilizing water reservoirs for renewable energy, a field he recognized as having significant potential in its early stages.

Rouimi approached Synergy in 2018, when the company primarily focused on rooftop solar installations. The parties agreed to collaborate, with Rouimi to be compensated on a success basis: NIS 100,000 for every 10 megawatts installed annually per facility throughout its operational life. Rouimi states he successfully engaged kibbutzim and moshavim in developing these systems, leading to a joint venture winning a tender for 90 megawatts in May 2019.

However, Rouimi alleges that in January 2020, the defendants informed him they could not uphold the agreement and offered a significantly lower compensation of 0.6% of the cost of each installed solar system, which he rejected. The lawsuit claims Rouimi is entitled to payment for installations in nearly 100 kibbutzim and moshavim, while the defendants contend he is owed only NIS 430,000, later revised to NIS 770,000, with an offer to pay NIS 450,000, which Rouimi found unacceptable.

Rouimi previously filed a lawsuit for an accounting in April 2024, but withdrew it in January 2025 to file this financial claim after the court suggested calculating the claim amount and paying the corresponding fee. No defense has yet been filed.
