Prime Minister Benjamin Netanyahu and Chief of Staff Eyal Zamir are scheduled to testify before the National Investigation Committee regarding the submarine affair. The committee, headed by retired Supreme Court President Asher Grunis, will hear their testimonies in November and December in closed-door sessions.

In addition to Netanyahu and Zamir, the committee will also hear from several other high-ranking officials. These include the current Commander of the Navy, Major General Eyal Har'el, former Mossad chief Yossi Cohen, former President Reuven Rivlin, and former Chief of Staff and Defense Minister Moshe Ya'alon.

The official investigation committee released the first part of its report in late January, focusing on systemic shortcomings in the procurement of naval vessels. The committee concluded that the National Security Council had exceeded its authority, the Navy provided misleading information, and governments made decisions without proper institutional study.

Based on these findings, the committee recommended establishing a permanent professional advisory body for political leadership, transforming the Planning Division of the General Staff into a joint body of the Defense Ministry and the IDF, and defining a binding process for government prioritization and multi-year military planning.

The submarine affair, also known as Case 3000, concerns two alleged procurement deals with the German company ThyssenKrupp. Suspicions suggest that senior officers, state employees, and others received bribes to advance these deals between the company and Israel.
