חיל האוויר הישראלי מגביר את כוננותו ונערך לתרחישים של פגיעה אפשרית בבסיסים ובכוחותיו, זאת בעקבות אירועים בבסיס התקיפה פיירפורד בבריטניה, המשמש את צבא ארה"ב לתקיפות באיראן, והתבררות היקף האיומים מצד ארגוני טרור לפגוע ישירות במערך האווירי. בחיל האוויר הבינו כי ההגנה הקרקעית היא נקודת תורפה משמעותית, במיוחד לאחר שהתברר כי חמאס תכנן בטבח ה-7 באוקטובר לחדור לבסיסי חיל האוויר בדרום ולפוצץ מטוסים על הקרקע. כמענה לאיום זה, הקים חיל האוויר מערך הגנה קרקעית ייעודי ותגבר אותו באופן משמעותי, במטרה לסכל חדירות מחבלים ולהבטיח את המשך הפעילות המבצעית של הבסיסים ואנשי צוות האוויר.
