North Israeli Man Charged with Planning to Join ISIS, Studying Weaponry

The Haifa District Prosecutor's Office has filed a serious indictment against Khamis Suaed, a 28-year-old resident of Husniyya in the Galilee. Suaed is accused of undergoing a personal radicalization process, preparing to join the Islamic State (ISIS) abroad, and downloading guides on manufacturing missiles and drones.

According to the indictment and investigation findings, Suaed was arrested in late August 2026. His interrogation by the Shin Bet and police revealed a prolonged ideological radicalization, during which he developed a deep identification with ISIS's values and goals. He consistently browsed social media and websites associated with the organization, viewing graphic propaganda videos.

During 2024, Suaed decided to actively join ISIS's fight in Syria or Africa against those the group deems "infidels." To prepare himself, he undertook extensive training, including watching execution and beheading videos to "strengthen his spirit," studying the organization's religious doctrines, reading professional guides, and viewing instructional videos on weapon use and combat tactics.

The indictment further states that Suaed downloaded detailed online guides for the self-production of missiles and drones for terrorist purposes, sniper rifle usage, and the preparation of weapons, all aimed at advancing the organization's activities and carrying out terrorist acts.

Prosecutors have charged Suaed with undergoing training or instruction for terrorist purposes and have requested his detention until the legal proceedings are concluded. Police and Shin Bet spokespersons stated that security forces will continue to act decisively against any activity that endangers the state's security and its citizens, particularly against Israeli citizens seeking to act on behalf of terrorist organizations.
