China Boosts Egypt Ties Amid US-China Rivalry

Chinese President Xi Jinping arrived in Cairo on Tuesday for a visit that signifies more than just bilateral relations, as Egypt seeks to broaden its international options and maneuver between the United States, China, and Russia. The visit coincides with the 70th anniversary of diplomatic ties between Egypt and China, but also occurs amid intensifying global power competition, with the Middle East becoming a crucial arena for economic, technological, and strategic rivalry.

Egyptian assessments suggest the country is not replacing one international partner with another, but rather building a multi-faceted network to secure investments, technology, and defense cooperation from China, while maintaining strategic relationships with the U.S. and Russia. Egyptian-Chinese relations have expanded significantly beyond traditional trade and investment. Bilateral trade reached approximately $19.5 billion in 2025, with Chinese investments exceeding $8 billion and over 2,800 Chinese companies operating in Egypt. Cairo aims to increase this presence, particularly in sectors supporting local manufacturing and reducing import reliance, such as electric vehicles, solar energy, electronics, data centers, and artificial intelligence.

Egypt values China not only for its investment capital but also for its ability to offer integrated packages of financing, technology, and execution, backed by Chinese banks and state institutions. This model provides an alternative to Western investments, which often come with conditions for economic reforms. Egypt also sees China as a partner to diversify funding sources, as the Egyptian economy can no longer rely solely on Western partners.

Egypt's strategic location, particularly the Suez Canal, is of paramount importance to China as a vital link between Asia and Europe. Beijing is interested in developing its presence in Egyptian ports and logistics services, especially the Suez Canal Economic Zone and Ain Sokhna Port, to secure trade routes and enhance its ability to manage global supply chain disruptions. This strategic dimension elevates the Sino-Egyptian partnership beyond bilateral ties, impacting global trade and maritime security in the Red Sea and Eastern Mediterranean.

China does not appear to be pressuring Egypt to choose sides between Beijing and Washington or Moscow. China's policy focuses on expanding economic, technological, and investment cooperation without forcing Egypt into the international rivalry. This aligns with Egypt's strategy of maintaining balanced relations with major powers and leveraging their competition. Egypt continues its cooperation with the EU and the U.S., while Russia remains a key partner in energy, armament, and military cooperation.

Maintaining this balance is challenging, especially in sensitive sectors like telecommunications, where Egypt has continued cooperation with Huawei despite U.S. pressure. This approach may extend to areas like artificial intelligence and data centers, where both Chinese and American companies are competing. The development of a government data center in Egypt, with potential Chinese involvement, presents a new test, given the cybersecurity and digital infrastructure sensitivities that Washington prioritizes.

Defense ties have also evolved, with joint air exercises and discussions on advanced Chinese weapon systems. Egypt views cooperation with China as a way to diversify its arms sources, transfer technology, and engage in joint manufacturing, especially given the rising cost and political restrictions associated with Western arms deals. However, Egypt continues its significant military and strategic partnership with the U.S. and maintains important ties with Russia in energy and certain arms sectors.

Egypt's objective is to diversify partnerships rather than switch allegiances, allowing it to benefit from Chinese technology and investments, Russian cooperation, and maintain its military and strategic relationship with the U.S. However, this balancing act is precarious, as sensitive technologies or digital infrastructure projects could draw U.S. pressure. Egypt must demonstrate its ability to manage great power competition without alienating Western partners.

Cairo is also observing the U.S.-China presence in Africa, particularly in Ethiopia and the Horn of Africa, due to its implications for Egyptian national security, especially concerning Nile water issues and Red Sea influence. Deepening ties with Beijing provides Egypt with greater leverage in a region with increasing Sino-U.S.-Russian interdependencies.

For China, Egypt's strategic location, Suez Canal, ports, and proximity to European and African markets make it a valuable partner. Chinese investments in ports and logistics are part of a broader vision to secure trade routes and supply chains. For Israel, China's growing influence in Egypt has implications for its economic and security environment, particularly concerning maritime routes, supply chains, energy, and digital infrastructure. However, Egypt currently shows no inclination to form a political or military alliance with China at the expense of Washington.

Xi's visit is a test of Egypt's ability to expand cooperation with China in economy, technology, and defense while maintaining ties with the U.S. and Europe. For China, Egypt is a strategic gateway to African and European markets and a vital global trade corridor. Egypt aims to leverage this position to maximize gains from great power competition without becoming a party to their conflicts. Egypt is committed to a policy of "more China, without abandoning America," while continuing cooperation with Russia and avoiding alignment with any bloc.
