  • Non-profit petitions High Court to stop school nurse pilot program.
  • Program aims to replace educational assistants for allergic students.
  • Organization claims lack of parental consent and unilateral launch.
  • Pilot to deploy ten nurses in elementary schools nationwide.
  • Nurses will manage allergies, epilepsy, diabetes, and provide first aid.

As the new school year begins, an Israeli non-profit organization has filed a petition with the High Court of Justice to halt a pilot program called "Medical Nurse." The program, initiated by the Ministry of Education, aims to place ten nurses in elementary schools nationwide to assess their effectiveness, potentially as a future replacement for educational assistants for students with allergies.

The "Yeh"al - Food Allergy Counseling and Guidance" association argues that the Ministry of Education launched the pilot unilaterally, without the consent of parents of allergic children and without providing participants the ability to appeal or refuse. The organization had previously issued an ultimatum to the Ministry, demanding a written commitment that no child currently eligible for a medical assistant would be left without their existing support. If this commitment was not met by August 30th, they threatened legal action.

The pilot is set to operate in ten elementary schools during the upcoming academic year. Four nurses will be assigned to schools in the Haifa and Jerusalem districts, four in the central region, and two in areas where the Ministry of Health directly provides services. Each nurse is expected to work approximately 30 hours per week. The program targets schools with at least three students requiring medical assistance and currently employing at least three full-time educational assistants.

The nurses are intended to manage life-threatening allergies, epilepsy, and diabetes, provide first aid to all students, and train educational staff. Students requiring invasive medical procedures will continue to receive their current level of care. The petition seeks to either stop the pilot entirely or allow it to proceed with genuine parental input and the opportunity to voice concerns.

Yeh"al's legal counsel stated that young children, particularly in first and second grade, are not equipped to recognize early symptoms of attacks, take preventative measures independently, or act as their own last line of defense. He emphasized that the safety of these vulnerable children should not be subjected to the Ministry of Education's "trial and error" approach, whether budgetary or organizational.
