A study reveals that Israeli teachers' average salaries are higher than perceived, with full-time positions averaging NIS 16,600. However, significant pay gaps exist between new and veteran teachers, and part-time work impacts take-home pay. The report suggests reallocating funds to better support early-career and high-performing educators.

  • Average full-time teacher salary in Israel is NIS 16,600, higher than public belief.
  • Part-time work significantly lowers take-home pay for new teachers.
  • Large salary gap exists between new and veteran teachers.
  • Teachers work fewer hours and have more vacation than OECD average.
  • Focus should be on better salary distribution, not just increases.

Contrary to public perception, the average salary for a full-time teacher in Israel is higher than commonly believed, with the average reaching approximately NIS 16,600 and the median NIS 15,100 per month. However, a significant portion of the discrepancy arises from teachers working part-time, especially those early in their careers. New teachers often work around 65-77% of a full-time load, meaning their take-home pay might be NIS 7,500-8,000, which equates to NIS 11,000-12,000 when calculated for a full-time position. The recent salary agreement has boosted starting salaries by about 28% over two years.

A major issue highlighted is the substantial gap between starting salaries and those of veteran teachers. In Israel, a new teacher's salary is about 45% of a senior teacher's salary, compared to an OECD average of 61%. This indicates that a disproportionate amount of compensation is deferred to later years of a teacher's career. Experienced teachers can earn over NIS 20,000 monthly, while elementary school principals average around NIS 30,000, and vice principals around NIS 24,000.

When compared to other academics, Israeli teachers' actual salaries are only about 14% lower than those of full-time university-educated workers, a figure slightly better than the OECD average of 17%. Furthermore, Israeli teachers report working fewer hours per week (around 33 for full-time) and have longer annual vacations (approximately 14.8 weeks) than the OECD average. The overall employment package, including benefits like a study fund, sabbatical opportunities, pension, and job security, has an effective value estimated at over NIS 22,000 per month for an average full-time teacher.

The article suggests that future salary agreements should focus on better distribution rather than across-the-board increases. Funds could be more effectively directed towards supporting early-career teachers, high achievers, educators in critical subjects like math, science, and English, those in shortage areas, and principals who demonstrably improve student outcomes. The core problem is identified as how the existing budget is allocated among educators.
