IDF Confirms Hamas Rebuilding Control in Gaza Amid Delays in Ceasefire Implementation

The Israeli military acknowledged on August 12, 2026, that Hamas is restoring its governance over the Gaza Strip, exploiting the ceasefire that took effect in October 2025. According to the IDF and Shin Bet intelligence, Hamas continues to interrogate and torture civilians while using public facilities such as schools, hospitals, mosques, and government institutions for military purposes. The IDF spokesperson warned Gaza residents against approaching the "yellow line" border, emphasizing Hamas's deliberate attempts to push civilians into dangerous proximity to Israeli forces.

Nikolay Mladenov, the UN Special Coordinator for the Middle East Peace Process, strongly denied claims of any financial agreement between the Peace Council and Hamas, stating such proposals were never discussed or negotiated and will not be considered in the future. He confirmed the establishment of a monitoring mechanism to detect and address ceasefire violations, with all confirmed breaches to be dealt with accordingly. Mladenov reiterated that Hamas will have no role in Gaza's civilian governance and that funds will not be transferred through the organization.

Despite the ceasefire, progress on the 15-point plan for Gaza's future remains stalled. The multinational force intended to enter Gaza is not expected before October 2026, possibly after Israel's upcoming elections. Morocco is slated to contribute around 500 troops, with Kosovo and Albania providing smaller contingents. Meanwhile, efforts to establish a "Green Rafah" zone free of Hamas control and to empower local militias have faced setbacks, as previous attempts to create effective alternatives to Hamas governance failed.

The civilian component of the plan is also delayed, with no immediate prospect for the Palestinian technocrats' committee to enter Gaza. Mohammed Dahlan, backed by the UAE, is involved in humanitarian aid and reconstruction efforts, seeking to strengthen his political base. These delays provide Hamas with valuable time to rebuild its military capabilities, recruit operatives, and consolidate power, potentially prolonging the interim period amid Israel's internal political developments and upcoming elections.

The Peace Council's roadmap envisions full disarmament of militant groups, civilian governance without Hamas, and an international security presence under American command. However, Israel will not take irreversible steps without verified progress on the ground. The situation remains fragile as Hamas exploits the ceasefire to reinforce its position in Gaza.
