Hamas Rebuilds Control Over Gaza Amid Ceasefire, Security Documents Reveal

Despite the ceasefire intended to create a new reality in the Gaza Strip, Israeli security documents shared with political leaders reveal that Hamas is using this period to restore its control and governance mechanisms in the territory. According to reports from Channel 12, the process is well underway, with 15 out of 17 government ministries in Gaza fully operational again. Additionally, 14 of the 25 Hamas-affiliated municipalities have resumed activities, while the remaining 11, located outside the so-called "yellow line," remain inactive.

Israeli security officials emphasize that this return to activity is not merely technical. Hamas's renewed control over public order enables it to reinforce its status among the population and strengthen its local grip. On the civilian front, Hamas is expanding its influence by directly taxing merchants, inspecting and registering trucks, and imposing levies ranging from 15% to 30% on traders. The group also controls markets, setting prices for scarce goods, which generates additional profits.

Smuggling continues as well, both for military purposes and to bring prohibited goods into Gaza. Hamas collects various fees from merchants, including market rent, business license renewals, and payments for operating stalls. Senior Israeli security officials warn that Hamas is engaging in deception by appearing cooperative while simultaneously working to enhance its power across all sectors. They stress the need for a political shift that would lead to operational changes, as the current situation benefits only Hamas.
