Israeli NGO Regavim Challenges EU Sanctions at Luxembourg Court Over West Bank Funding
The Israeli NGO Regavim has filed a groundbreaking appeal at the European Union's Court of Justice in Luxembourg against sanctions imposed by the EU Council in May 2026. This legal action marks the first time an Israeli entity has challenged European sanctions in this manner. The appeal, led by an international team of senior lawyers including Salome Lamson from Paris and Nick Kaufman from Jerusalem, criticizes the EU's evidence dossier as unprofessional and biased, relying heavily on left-wing media and organizations.
Regavim's appeal highlights numerous distortions in the EU's case, such as wrongly attributing the demolition of a school in the village of Jibta al-Dib to Regavim, when it was actually carried out by Israeli authorities under a Jerusalem District Court order due to safety concerns. The NGO argues that the sanctions violate fundamental civil rights by imposing arbitrary restrictions without fair hearings, severely limiting EU citizens' ability to support Regavim's lawful activities and prohibiting business relations with European-registered companies, including banks and financial service providers.
Regavim's CEO, Meir Deutsch, condemned the EU for creating a "legal smokescreen" to persecute a legitimate civil society organization simply for publicly criticizing the EU's illegal actions. Deutsch stated the appeal aims not only to protect Regavim's operations and reverse the significant economic damage caused by the sanctions but also to resist what he described as the EU's intimidation tactics against Israeli civil society. He further accused the EU of supporting efforts to establish a Palestinian terror state that threatens Israel's future.
The case underscores tensions between Israeli civil society groups and European institutions over funding and political influence in the West Bank, particularly regarding EU support for structures in Area C, Judea, and Samaria. The appeal is ongoing, with the court expected to review the evidence and legal arguments in the coming months.
