The move provides protection for Hamas operatives against targeted attacks and at the same time frustrates the Israeli plan to expand the militias' influence.
Kan 11 also reported that Hamas assesses that in the future it will be possible to restore control over the clans through understandings, while the move also helps restrain anarchy and crime in these areas.
