The report of Zini’s decision was published by Haaretz. According to a Shin Bet statement, Zini believes that presenting only some of the fallen “lessens the failure,” referring to the broader organizational responsibility tied to the October 7 events.
The agency also said its aim is to commemorate the memory of all those who fell in an appropriate manner. No replacement memorial plan or timetable was provided in the report.
