Spain's Youth Minister's 'River to the Sea' Remark Sparks Diplomatic Crisis With Israel

Israel summoned Spain's charge d'affaires on Monday for a severe reprimand following remarks by Spain's Minister of Youth and Children, Sira Rego. Rego stated that the Spanish public supports the establishment of a Palestinian state "from the river to the sea," a phrase Israel interprets as a call for its elimination. The Israeli Foreign Ministry views Rego's statement as indicative of the current Spanish government's policy, led by Prime Minister Pedro Sánchez, which Israel characterizes as systematically anti-Israel.

This incident escalates an ongoing diplomatic crisis between Jerusalem and Madrid. Israeli Foreign Minister Gideon Saar previously banned Rego and Spain's Deputy Prime Minister and Labor Minister, Yolanda Díaz, from entering Israel in September 2025. This ban was a response to a package of hostile measures enacted by the Sánchez government, including an arms embargo, port closures, flight restrictions, and increased funding for UNRWA.

Israel's Ministry of Strategic Affairs, represented by Gilad Cohen, emphasized that Rego's latest comments align with Madrid's current trajectory, noting her past failure to condemn the October 7th attacks and her previous entry ban. The ministry asserted that Rego's statements reflect a Spanish government that supports a vision leading to Israel's annihilation.

The current tensions are rooted in a series of economic and security sanctions imposed by Spain since the Gaza war began. These measures include codifying an arms embargo against Israel, restricting vessels carrying fuel for Israeli forces from Spanish ports, and barring aircraft carrying defense equipment for Israel from Spanish airspace. Spain also prohibited the import of goods from Israeli settlements, limited consular services for Israelis in settlements, increased financial support for the Palestinian Authority, and pledged an additional €10 million to UNRWA and €150 million in aid for Gaza in 2026.

Spain has become one of Israel's most vocal European critics, particularly after officially recognizing a Palestinian state in May 2024 and pushing for international pressure on Israel. The September 2025 sanctions marked a shift from declarations to concrete economic and security actions, prompting the recall of Spain's ambassador to Israel for consultations after the entry ban on Rego and Díaz.
