Israel's Civil Service Plagued by Leadership Vacancies and Delays

Israel's government services are suffering from a prolonged management paralysis, with numerous key positions remaining vacant or filled by acting officials, creating a significant challenge for the incoming government. The Prime Minister's Office has been without a permanent director-general since early 2025, with acting director Drorit Steinmetz's appointment blocked by the appointments committee due to past disciplinary issues. This lack of a permanent leader hinders inter-ministerial coordination and strategic planning.

The National Insurance Institute, responsible for managing over 120 billion shekels annually, has been without a permanent director-general since November 2022. Despite extending acting director Tzvi Cohen's term until January 2027, the position remains temporary, potentially leaving the institution under interim leadership for at least 50 months. Cohen himself recently faced controversy for remarks linking rising autism diagnoses to financial benefits.

The Israel Land Authority, crucial for the housing and land market, experienced a management vacuum after its previous head's term ended in late 2025. While Idan Moualem was appointed acting head, a permanent appointment of Yehuda Eliyahu was overturned by the High Court of Justice due to procedural violations. Ironically, the individual whose appointment was canceled is now serving as the acting head.

Israel Railways has also been in a management crisis for over a year, with a succession of temporary leaders since the previous director-general's resignation. Candidate Yaakov Marziano was rejected by the appointments committee for insufficient experience, and other potential candidates withdrew due to political infighting between the transportation and finance ministries.

Furthermore, Israel has been without an active State Comptroller for nearly three months since Matanyahu Engelman's term ended on July 2. The election of Michael Rabilo as his successor was annulled by the High Court of Justice due to significant violations of voting secrecy, and a repeat election has yet to be scheduled by Knesset Speaker Amir Ohana, leaving the position vacant for the foreseeable future.

These leadership gaps across critical government bodies underscore a systemic failure to promptly fill essential roles, requiring the new government to act swiftly to appoint qualified candidates and restore normal governance.
