IDF Investigates Surge in Haredi Draft Evasion Claims

The Israel Defense Forces (IDF) are investigating a significant increase in psychiatric exemption requests from Haredi (ultra-Orthodox) conscripts, suspecting a coordinated effort to evade military service. The army believes a pattern has emerged where conscripts obtain psychiatric evaluations from a single clinic, with similar documentation and wording, often facilitated by law firms. These firms then submit the evaluations to the army to secure exemptions for their clients.

The IDF's suspicions were raised as they began issuing draft notices to Haredi conscripts and law enforcement intensified efforts against draft dodgers. The military has formally requested the Ministry of Health to investigate whether psychiatrists are improperly assisting individuals in avoiding service. Discussions with the police are also anticipated.

Previous media reports indicated that anti-draft organizations advised recipients of draft notices to explore psychiatric exemption possibilities, assuring them that such documentation would not hinder future opportunities like obtaining a driver's license, pursuing education, or finding employment. The IDF acknowledges that psychiatric exemptions are sought by various groups, but the sheer volume and suspicious origins of the current batch of evaluations are particularly concerning.

As the IDF lacks the authority to directly intervene with civilian entities, it has appealed to relevant authorities to initiate an investigation. Concurrently, the IDF is revising its procedures for processing psychiatric exemption requests. The army has identified instances where individuals were granted exemptions without their explicit knowledge, based on documents submitted on their behalf, sometimes by law offices.

A spokesperson for the IDF stated, "The phenomenon of obtaining evaluations that do not reflect the conscript's actual health status, submitted on behalf of conscripts, is known and under control. Furthermore, the IDF is working in cooperation with the Israel Police to eradicate this phenomenon."
