IDF Reports 53% Rise in Ultra-Orthodox Enlistment Amid Ongoing Draft Evasion Challenges
The Israeli Government Legal Advisor, Gali Baharav-Miara, released data showing a 53% increase in enlistment among the ultra-Orthodox (Haredi) community over the past year. Despite this rise, draft evasion remains a significant issue, with 83% of all draft dodgers coming from the Haredi sector. Currently, about 41,000 individuals are subject to arrest orders under Section 12 of the Security Service Law, with an estimated 31,600 from the ultra-Orthodox community.
Military officials reported a notable increase in Haredi recruitment, particularly in combat support roles, and a smaller rise in combat positions. Key factors contributing to this trend include issuing draft orders to all eligible Haredim, enhanced enforcement measures, personal economic sanctions, and tailored service tracks. Baharav-Miara emphasized the need to expand economic enforcement tools and resume proactive arrest operations by the military and police to deter evasion across all population sectors, stressing the importance of equal enforcement.
The military highlighted the significant deterrent effect of criminal enforcement actions, including arrests, but noted current efforts are insufficient. Dedicated service tracks for the Haredi population have also positively impacted enlistment numbers. However, a temporary legal amendment (Amendment 28 to the Security Service Law), which limits enforcement actions against yeshiva students, has affected arrest operations.
Baharav-Miara praised the increased enlistment but noted it still falls short of meeting Israel's security needs and fails to adequately address the unequal burden on those serving in regular and reserve forces. She criticized the current level of criminal enforcement as inadequate and inconsistent with state expectations, calling for the IDF and police to ensure fair and effective draft enforcement.
