IDF Suspects Mass Scheme for Draft Evasion Using Psychiatric Claims

The Israel Defense Forces (IDF) have identified a potential large-scale scheme involving ultra-Orthodox conscripts seeking exemptions from military service by claiming psychiatric reasons. Military officials noted a sharp increase in such requests, with evidence suggesting a coordinated effort.

According to Ynet, the IDF discovered that medical certificates regarding conscripts' mental health often originate from a single clinic and are signed by the same specialists. The documents reportedly feature similar wording, indicating a standardized process. Following the acquisition of these certificates, they are frequently passed to law firms that represent the conscripts in their efforts to obtain exemptions.

The IDF views the scope of these activities as requiring further investigation and has formally requested the Israeli Ministry of Health to examine the circumstances under which these psychiatric evaluations are being issued. The military also plans to consult with the police regarding the matter.

Reports suggest that organizations opposing the draft of ultra-Orthodox men have previously promoted seeking psychiatric exemptions. Potential conscripts were allegedly informed that such medical documentation would not hinder their ability to obtain driver's licenses, pursue education, or find employment. The IDF emphasized that psychiatric exemptions are not exclusive to the ultra-Orthodox community but are concerned by the sheer volume of applications and the common origin of many medical documents.

The army also reported instances where exemption documents were submitted on behalf of conscripts without their knowledge, sometimes facilitated by law offices. The IDF stated that it is aware of and managing cases where medical evaluations do not reflect the actual health status of conscripts, and that it is cooperating with Israeli police to counter this practice.
