UN Chief Guterres Decries Security Council Paralysis

United Nations Secretary-General António Guterres stated that the UN "lacks leverage" to establish peace in the conflicts in Ukraine and the Middle East, citing a deep geopolitical rift among member states that has paralyzed the Security Council. Speaking before his final address as Secretary-General, Guterres highlighted that Security Council members themselves violate international law, fostering an atmosphere of impunity. He pointed to the veto power held by the five permanent members, the United States, Russia, China, the United Kingdom, and France, which allows any one of them to block resolutions on critical issues.

Guterres emphasized that the current structure of international institutions no longer reflects the world's reality and reiterated his call for Security Council reform and expanded representation. He noted the paradox of global expectations for UN action versus the organization's dependence on member states unwilling to cooperate. The outgoing Secretary-General warned of a deteriorating international situation, with increasingly numerous and complex wars impacting the global economy, energy, and trade.

He lamented the UN's lack of its own army, intelligence capabilities, or significant financial resources to enforce peace. Guterres stated that the UN's primary tools remain public discourse and convening member states for dialogue. In his final address to the UN General Assembly, Guterres urged world leaders to end wars, reform international institutions, and pay close attention to the risks posed by artificial intelligence. He also specifically advocated for the preservation of the two-state solution for Israelis and Palestinians.
