Israel Deploys Teachers to West Bank Outposts Amid Rising Nationalist Crime
Israel is implementing a new strategy to address the issue of "Hilltop Youth," a phenomenon of at-risk youth involved in nationalist crime in the West Bank. Instead of focusing solely on removing them from illegal outposts, the government is now sending official teaching staff directly to these locations. This approach is part of a broader government decision, Resolution 4087, passed in May, which allocates 120 million shekels over three years to "reduce negative phenomena among youth in the Judea and Samaria region."
This initiative includes the establishment of five new educational institutions in the West Bank, with some operating as "institutional symbols" where teachers will be dispatched to students rather than students attending physical schools. This shift acknowledges that many of these youths are unwilling to attend traditional schools. The Ministry of Education stated that teacher travel will be handled according to standard procedures, similar to how educational support is provided to at-risk youth nationwide.
The "Hilltop Youth" issue has been a growing concern for over a decade, escalating into a security problem. A 2019 report by an inter-ministerial committee, led by former Central Command chief Avi Mizrahi, recommended empowering educational and welfare professionals to recommend restraining orders for these youths. The committee also suggested creating a state body to track individual cases and providing the education system with the authority to handle individuals over 18, along with establishing dedicated treatment farms. However, these recommendations were shelved after political changes.
Since 2019, nationalist crime incidents in the West Bank have reportedly surged by 560%, with police estimating around 300 youths involved in disturbances and violence. The current government has overseen the establishment of nearly 200 new outposts and the displacement of over 100 Palestinian communities. Many of these new outposts are seen as breeding grounds for at-risk youth, predominantly from the state-religious and ultra-Orthodox education systems.
Previous government initiatives have included programs like "Hebrew Shepherd," a farm established in 2013 that received significant funding from the Ministry of Education, and "Wings of Wind," launched in 2017 to address dropout rates from religious education. The Ministry of Welfare's "Connecting" program, active since 2019, also aims to reach at-risk youth in various locations, including outposts. Despite these efforts, concerns remain about the effectiveness of intervention programs and the lack of clear responsibility from adults residing in these outposts.
