Dganit Kramer Appointed CEO of HOT Mobile

The new controlling shareholders of the Israeli mobile carrier HOT Mobile have selected Dganit Kramer to serve as the company's CEO. Kramer, who most recently held the position of Deputy CEO at Partner Communications and previously occupied several senior roles within the Bezeq group, will assume her new role upon the completion of the ownership transfer, pending approval from HOT Mobile's board of directors.

This appointment follows the recent acquisition of HOT Mobile from Patrick Drahi's Altice group by a consortium including Deks Israel, Keystone Infrastructure Fund, and Leumi Partners. Deks Israel and Keystone each hold a 40% stake, with Leumi Partners holding 20%. The deal, valued at approximately NIS 1.2 billion, received final approval from the Ministry of Communications in late August.

Kramer's extensive experience in the Israeli mobile market and with HOT Mobile's main competitors is seen as a significant asset. Before joining Partner, she held senior positions at Bezeq, including Deputy CEO of Pelephone, yes, and Bezeq International. Notably, Pelephone was a key bidder for HOT Mobile, and Partner had also expressed interest in acquiring its business customer operations.

With over 25 years of experience in telecommunications and technology, Kramer's responsibilities at Partner involved business and marketing strategy, sales, service, and infrastructure development. Her new role at HOT Mobile will focus on shaping the management team under the new ownership and implementing the company's business plan. Key objectives for the new shareholders include accelerating commercial activity and leveraging HOT Mobile's assets, such as its approximately 2 million subscribers and its stake in the cellular infrastructure company PHI.

HOT Mobile reported revenues of approximately NIS 1.41 billion and a net profit of NIS 85 million for 2025. In the first quarter of 2026, revenues were NIS 324 million with a net profit of NIS 23 million. The new owners are also considering a future listing of the company on the Tel Aviv Stock Exchange. Kramer holds a bachelor's degree in Business Administration with a specialization in Marketing and is a graduate of a directors' course at Reichman University.
