Israeli Company Owner Sentenced for Illegal Waste Dumps

An Israeli court has sentenced the owner of a waste management company and the company itself for operating illegal dumping sites in northern Israel. Ahmed Rayan, owner of Cobra Machzor Ltd., and the company were found guilty of environmental and economic crimes based on their admissions as part of a plea agreement. The Haifa District Court sentenced Rayan to six months of community service, plus an additional six months of a suspended sentence. Cobra Machzor Ltd. was fined 450,000 shekels, which will be allocated to the state's Purity Fund. The court also ordered the confiscation of assets belonging to the defendants.

Between 2017 and 2018, approximately 26,000 tons of household waste and debris were illegally dumped at three sites near Kabul, instead of being processed at official facilities. This activity led to soil and air pollution and posed a significant threat to groundwater and nearby streams. The charges also included evasion of mandatory waste disposal fees.

The investigation began with the Ministry of Environmental Protection's Northern District office, which issued orders to cease operations and clean up the sites. When these orders were not followed, the ministry's Green Police and the Israel Police became involved. The Haifa District Prosecutor's Office handled the criminal case.

In addition to the sentence and fine, the defendants are required to remove about 20,000 tons of remaining waste from the three sites within 12 months and transport it to a designated facility. The cleanup will be supervised by the Ministry of Environmental Protection. If the work is not completed on time, the state will carry out the cleanup, and all costs will be recovered from the defendants through legal means.
