Recycling Firm Owners Sentenced for Operating Illegal Waste Sites
A Haifa District Court has sentenced the owners of Cobra Recycling Ltd. and its proprietor, Ahmed Rayan, to prison and hefty fines for operating illegal waste sites in the Ka'aboul region. The sentencing, part of a plea agreement, follows their conviction on environmental and economic offenses.
Between 2017 and 2018, approximately 26,000 tons of household waste, construction debris, and yard trimmings were illegally dumped at three sites instead of being transported to authorized facilities. This illicit activity saved the defendants costs associated with disposal and levies but resulted in severe environmental damage, including soil contamination, potential groundwater and stream pollution, and unreasonable air pollution.
The Northern District of the Ministry of Environmental Protection initially issued cleanup and cessation orders. When these were not heeded, the Green Police, in cooperation with the Israel Police, launched an investigation. The Haifa District Prosecutor's Office prosecuted the case.
The court imposed a sentence of six months of community service, suspended for three years, and a six-month suspended prison sentence. Additionally, the defendants were fined NIS 450,000, to be transferred to the Cleanliness Preservation Fund, along with forfeiture of funds and assets. They are also obligated to remove approximately 20,000 tons of waste from the three sites within 12 months to an authorized facility under the ministry's supervision, with the state authorized to carry out the cleanup and charge the defendants if they fail to meet the deadline.
Sigal Blumenfeld, Director of the Ministry of Environmental Protection's Northern District, stated that the verdict sends a clear message that those who harm the environment and the public for economic gain will be held personally accountable and required to rectify the damage they caused.
