Iran Builds Dual Internet: Elite Accesses Global Web, Others Isolated
Iran has emerged from its longest-ever internet shutdown, lasting 88 days, with a significant technological shift. Instead of complete blackouts, the country has developed a system to segment its internet access. A small political and economic elite retains full access to the global internet, while the majority of the population is confined to a controlled national network. The infrastructure required for such granular control over a population of over 90 million is immense, involving specialized equipment to analyze traffic and substantial computing resources. Experts are uncertain whether this technology was developed domestically or acquired from another nation with similar needs.
Concurrently, Iran has fostered a domestic digital economy. Iranian companies have been encouraged or compelled to migrate to the national network, spurring the growth of local applications for e-commerce, ride-sharing, and gaming. Messaging apps like Baleh, Soroush, and Rubika have replaced Western counterparts like WhatsApp and Telegram, integrating payment and commerce features. An app called Aparat, launched in 2011, serves as a local YouTube alternative with millions of users.
While Instagram has been officially blocked since 2022, its use persists via VPNs, illustrating that the system is not entirely sealed but designed to make external access prohibitively expensive, slow, and risky for most users. This development aligns with a global trend of government-initiated internet shutdowns, which are projected to cost the world economy $19.7 billion in 2025, a 156% increase from the previous year. Russia, Venezuela, and Myanmar have incurred significant financial damages from such disruptions.
The segmentation of internet access in Iran has geopolitical implications for Israel, affecting information flow during regional events. It also fuels the growth of the cybersecurity industry, particularly in monitoring and filtering technologies, a sector where Israel is a major player.
