Israel Ignored Arab Leader Warnings Before Oct. 7, Echoing 1973

Israel's leadership allegedly ignored warnings from Arab leaders prior to the October 7th Hamas attack, a situation drawing parallels to the intelligence failures preceding the 1973 Yom Kippur War. Professor Eli Podeh of the Hebrew University suggests that overconfidence, underestimation of Hamas's capabilities, and misinterpretation of intelligence led to these ignored warnings. The United Arab Emirates (UAE) issued a statement indicating open communication channels with Israel since normalization, which Podeh interprets as a veiled confirmation of President Mohamed bin Zayed warning Prime Minister Benjamin Netanyahu about an impending operation. The UAE's diplomatic phrasing allows them to avoid criticism from the Arab world and Palestinians, especially since they have previously refuted false reports.

Netanyahu's alleged dismissal of warnings, potentially also from Egypt, stemmed from three factors: underestimating Hamas's combat readiness in Gaza, misinterpreting dialogue with Hamas leader Sinwar, and believing economic concessions and Qatari engagement precluded a large-scale military operation. Warnings from the UAE and Egypt are considered significant due to their strategic partnership with Israel against Iran and Islamist groups, and their intelligence capabilities.

The current situation is compared to the 1973 Yom Kippur War, specifically recalling a warning from Jordan's King Hussein to then-Prime Minister Golda Meir. In September 1973, Hussein warned Meir of military preparations and growing leader frustration, though he lacked specific details. Unlike the current situation, Meir shared this information with the IDF and Mossad leadership, distributing responsibility for assessment. However, Hussein's prior warnings had led to his last warning being taken less seriously.

In contrast, it is claimed that Netanyahu received the warning from bin Zayed alone and did not share it with security chiefs. However, a Haaretz report suggests that defense bodies received similar warnings from comparable sources two weeks before the attack and discussed them with Netanyahu present, indicating intelligence was available across government levels but misinterpreted.
