Tel Aviv Skyscraper Project Stalled by Unresolved Land Contamination
Construction of a planned 75-story skyscraper in central Tel Aviv, intended to be one of Israel's tallest buildings, is facing significant delays due to unresolved land contamination issues stemming from a former military industry site. The site, previously occupied by the "Arab Nahal" factory of Israel Military Industries (IMI) from 1948 to 1980, has been found to contain extensive pollution, including heavy metals, sulfates, and volatile organic compounds.
Despite the land being sold in 2017 to Union Investments and Development for approximately NIS 155 million, and a new construction plan being advanced, the contamination has not been fully remediated. In 2017, the Ministry of Environmental Protection sent a letter to the Israel Land Authority detailing the pollution and outlining requirements for soil excavation, removal of contaminated soil, and comprehensive testing, including soil gas surveys and verification of cleanup. However, these demands have yet to be fully met.
The Tel Aviv-Jaffa Local Planning and Building Committee recently recommended advancing a new plan for the site, which would allow for nearly 90,650 square meters of employment space, 5,000 square meters for public buildings, and 2,000 square meters for commerce in the 340-meter-tall tower. The municipality stated that while the plan is progressing, the cleanup requirements are still pending and will be assessed as part of the process, with building permits contingent on their completion.
The Ministry of Environmental Protection indicated it has been involved since 1999 and is awaiting survey and sampling reports to determine if further remediation is necessary before construction can proceed under specific environmental conditions. The Israel Land Authority stated that the winning bidder is responsible for fulfilling the Ministry's remediation requirements.
Beyond the contamination issue, the project's plan includes limited parking facilities, with only about 230 spaces for private vehicles in a tower designed to accommodate thousands of workers, reflecting its proximity to public transportation options.
