Jerusalem Court Rejects Appeals Against E1 Construction Tenders
The Jerusalem District Court has dismissed an appeal filed against tenders for construction in the E1 area. Three public organizations had sought an interim injunction to halt the tender process pending a final decision on construction in E1. Judge Menachem Flachs ruled that any practical work or changes would occur over a very long period, during which the main appeals would be decided.
The court's decision also noted the state's commitment not to argue that the tender approval itself constitutes an "irreversible step" that would prevent a substantive review of the appeals. In January 2026, the government announced tenders for the construction of 3,401 housing units in the E1 neighborhood. This area spans 12 square kilometers north and west of Ma'ale Adumim and is intended to connect the settlement to Jerusalem, thereby bisecting territory under Palestinian Authority control.
Previously, in August 2025, a subcommittee of the Civil Administration in Judea and Samaria approved the construction plan for E1.
