Israel Railways Chair Fines Contractor $20 Million for Green Line Delays
Yifat Ofeq-Arzi, chairwoman of Israel's National Transport Infrastructure Company (Netivei Israel), revealed that the company has fined a contractor 70 million shekels (approximately $20 million) due to significant delays on the Green Line of the Tel Aviv light rail.
Speaking at the Globes Israel Real Estate Conference, Ofeq-Arzi emphasized Netivei Israel's commitment to ensuring contractors adhere to schedules, stating the company will utilize all available tools to enforce agreements. While acknowledging progress on the Green Line, including track laying, she deemed it insufficient and stressed the need for acceleration to meet deadlines.
Ofeq-Arzi highlighted the success of the Red Line, which has already transported 70 million passengers, and expressed optimism for the Purple Line's projected opening in June 2028. She also discussed the upcoming tender stages for the multi-billion shekel metro project, noting the strong international interest in the pre-qualification (PQ) phase, which included 20 groups from eight countries despite regional security tensions.
She described the metro project as a transformative urban development initiative with the potential to create new commercial centers and residential neighborhoods, emphasizing the importance of aligning national planning (TAMA 70) with local municipal plans, particularly in Tel Aviv-Yafo. Ofeq-Arzi also touched upon the need for efficient municipal management in large-scale projects, advocating for clear objectives, transparency, and measurable performance.
The conference also featured discussions on the real estate market, with the Director General of the Ministry of Construction and Housing suggesting conditions are ripe for price reductions, and the CEO of Big Centers suggesting a need for innovation in the shopping mall sector.
