Rabbi Shmuel Eliyahu, the chief rabbi of Safed and a long-time advocate against sexual abuse in the religious sector, disclosed in a podcast interview with Avi Shushan that he was sexually assaulted at age 10, describing the experience as "like murder." Earlier, Rabbi Eliyahu addressed how communities should respond when individuals convicted of sexual offenses against minors seek to reintegrate after serving their sentences. He emphasized that completing a prison term does not necessarily indicate genuine repentance or that the individual is no longer dangerous.

Rabbi Eliyahu stated, "Prison is not repentance," explaining that serving a sentence does not automatically repair the harm caused to victims. He argued that if the offender has not undergone a sincere process of repentance and restitution toward victims, communities should act to prevent their reintegration. Even if such a process has occurred, he maintained that relevant authorities should still be warned.

The rabbi highlighted that the key issue is assessing the current risk the individual poses, a determination that should be made by qualified professionals rather than community members or local leaders. If professional evaluation indicates a risk of further offenses, Rabbi Eliyahu insisted that community authorities must be informed and precautionary measures taken according to expert recommendations.
