Gadi Eizenkot Unveils $15 Billion Northern Israel Recovery Plan Amid Skepticism

Gadi Eizenkot, leader of the Yisrael! party, has introduced an ambitious $15 billion plan aimed at rehabilitating northern Israel, focusing on security, industry, agriculture, education, health, and tourism. The initiative includes a $6 billion investment to upgrade the defense systems of northern communities and $9 billion for broader regional development. The plan was developed by Shaul Meridor, former head of the Budget Department at the Finance Ministry and a Yisrael! Knesset candidate.

Moshe Davidovich, chairman of the Border Line Settlements Forum and head of the Mateh Asher Regional Council, expressed cautious optimism, stating that if 70% of the plan is implemented, the north could become a "paradise." However, he also voiced skepticism about political promises, to which Meridor responded that their mission is to prove such doubts wrong.

Despite the plan's significance, Eizenkot has faced criticism for not placing a northern representative in a realistic spot on his party's election list. The initiative aims to build trust between northern residents and the government Eizenkot hopes to form, supplementing an existing government recovery budget exceeding $20 billion.

The plan proposes raising tax benefits for border communities to 25% and replicating the security and fortification policies of Gaza border areas in all educational and medical institutions along the northern frontline within five years. This aspect has drawn criticism from Home Front Command professionals, who warn it could normalize a constant low-level threat environment similar to Gaza's, where schools close during escalations.

Funding is expected to come from reallocating coalition funds and cutting budgets from entities refusing to participate in universal conscription, estimated between $7 billion and $9 billion. The plan also specifically addresses Kiryat Shmona, the largest city in eastern Galilee, which suffered significant population loss after prolonged evacuations during recent conflicts. Mayor Avichai Stern welcomed the increased political attention.

Last week, the Border Line Settlements Forum invited leaders of major Israeli parties, including Prime Minister Benjamin Netanyahu, Avigdor Lieberman, and Naftali Bennett, to professional meetings to prioritize northern issues in the upcoming government agenda. So far, only Lieberman and Bennett have responded, alongside Eizenkot, who was the first to present his vision to the forum.
