The story · English

General Dan McNeill, Chairman of the US Joint Chiefs of Staff, is actively seeking a way out of the ongoing conflict with Iran, now in its sixth month despite ceasefires, broken agreements, and renewed negotiations over the Strait of Hormuz. According to three sources familiar with the matter who spoke to CNN, McNeill has privately told senior members of President Donald Trump's team that the US must find an exit strategy because military options risk backfiring and air power alone is unlikely to achieve Trump's stated goals. These goals include dismantling Iran's nuclear program and restoring free navigation through the Strait of Hormuz to pre-conflict conditions.

McNeill is not alone in his concerns; he has discussed the limitations of escalating military action with key cabinet members such as CIA Director John Ratcliffe, Secretary of State Marco Rubio, and Vice President J.D. Vance. He has also coordinated with Trump's advisors to align agencies and branches ahead of presidential meetings, emphasizing the pitfalls of available military options, including those that do not involve deploying US ground forces.

Sources told CNN that McNeill's approach is partly to protect the military and that many in Trump's cabinet doubt that airstrikes alone will compel Iran to accept Trump's terms. Trump himself remains opposed to a ground invasion, wary of heavy casualties and domestic opposition to war. Despite early claims by Trump that Iran's military capabilities were destroyed, McNeill now privately asserts there is no "easy" military solution to end the conflict.

When Trump threatened in late July to resume full-scale airstrikes, McNeill and other officials feared the consequences of escalation. Only Central Command and Israel reportedly supported intensifying the conflict. Trump ultimately canceled the strikes after consultations with Middle Eastern leaders concerned about Iranian retaliation against energy infrastructure. However, a senior Trump administration official told CNN that future strikes remain possible. Another factor influencing the decision was the US military's dwindling ammunition supplies, raising concerns about sustaining prolonged conflict. Gulf officials have also warned US leaders about the challenges of countering Iranian attacks amid shortages of advanced air defense systems, should Trump choose to escalate further.
