The system allows public sector employees to confidentially report what Karhi describes as deliberate delays, disruptions, or sabotage of government decisions within the public administration. According to the platform's description, the initiative seeks to ensure that government policies, as elected by the public, are effectively implemented without internal obstruction.

Karhi frames the move as part of a broader fight against what he terms the "deep state," alleging that certain elements within the public sector work to hinder or block government policy execution. The hotline enables discreet and secure submissions to expose non-merit-based barriers and intentional failures in policy implementation, thereby strengthening accountability and governance in the civil service.

This development comes amid the ongoing Likud party primaries, scheduled for August 17, during which there has been increased activity among ministers and Knesset members engaging with party members. Karhi's initiative appears to be part of the political momentum building ahead of these internal elections.
