The Israeli Ministry of Transportation is implementing amendments to traffic regulations to better define the rights and responsibilities of cyclists and pedestrians. The new rules clarify that drivers are prohibited from overtaking before bicycle crossings, including those for electric bikes, extending the existing ban on overtaking before pedestrian crossings. Drivers will also be required to slow down when approaching bicycle crossings. Parking restrictions near crossings will now apply equally to bicycle crossings, enhancing safety.

Regarding pedestrian crossings, drivers must slow down not only when pedestrians are on the sidewalk but also when they are waiting on the median strip between lanes on two-way roads. This rule will similarly apply to cyclists waiting at bicycle crossings. Legally, cyclists will be treated like pedestrians when entering the road, meaning they must come to a complete stop before crossing or entering the street, prohibiting them from entering the road unlawfully.

Additionally, the Ministry is addressing the legal definition of caravans (mobile homes). Until now, municipalities allocating caravan parking spaces faced ambiguity due to the lack of a precise legal definition. The proposed amendment aims to define caravans comprehensively, clarifying permissible uses and restrictions for these vehicles.
