Israel's Treasury Launches Largest Car Insurance Tender for State Employees and IDF Career Soldiers in 2027

The Israeli Ministry of Finance's Accountant General Department announced on Tuesday the largest private car insurance tender in Israel, targeting state employees, retirees, and for the first time, career soldiers in the Israel Defense Forces (IDF). The annual contract is valued at over 400 million shekels and is expected to cover around 70,000 insured individuals, with the potential to increase significantly as career soldiers join.

This tender aims to provide preferred insurance terms while ensuring high service standards, transparency, competition, and innovation. Notably, it introduces an actuarial adjustment allowing drivers with no insurance claims history to purchase coverage exempting them from paying deductibles. The entire tender process is fully digital, from insurance companies submitting bids to insured individuals managing their policies online. In 2026, approximately 66% of employees independently joined insurance through these digital channels.

Michal Abadi-Boinajo, the Accountant General, emphasized that the tender reflects efficient and responsible financial management, leveraging the state's scale to benefit public sector workers, retirees, and career soldiers. She pledged continued efforts to provide quality, competitive, and innovative services while upholding transparency and fairness. Eli Beitan, Senior Deputy Accountant General, highlighted the tender as a prime example of economic efficiency combined with advanced service, inviting all insurance companies to participate and contribute to its success.
