Secret Report Says Qatar Is Helping Iran Evade Sanctions and Build Military Power

A foreign intelligence document, written recently and revealed for the first time on Kan 11 by Palestinians correspondent Elior Levy and Arab affairs correspondent Roy Keiss, describes Qatar as a major channel for Iran’s economic, commercial and military buildup. The report says this has been true since the United States left the nuclear deal in 2018, and it continued after the October 7 attack.

According to the document, Qatar worked to expand trade routes with Iran, help unfreeze Iranian funds, and deepen cooperation in the energy sector. It also says official data point to the flow of dual-use materials from Qatar to Iran, goods that can serve civilian needs but also military ones.

The materials cited include bituminous mineral oils, which can be used for rocket fuel, explosives and vessels, as well as unusually large quantities of hydrogen, which can also be used as fuel for rockets and unmanned aircraft. The report says the supplies were not used by Iran only for civilian purposes but also for military purposes.

It further says aluminum rods and profiles were supplied, along with internal combustion piston engines, all of which can be used in the construction of UAV frames and in the direct production of drones. The document concludes that this activity could harm the security interests of Israel, the United States and Arab states, and it calls for steps to be taken against it.
