פחות מחודש לפני הבחירות, מפלגות "גוש השינוי" הקימו שלושה צוותי עבודה משותפים, זאת לאחר פגישת פסגה בביתו של יאיר לפיד. הצוותים יתמקדו בהיערכות ליום הבחירות, בגיבוש קווי יסוד לממשלה עתידית ובמאבק בהכפשות.

ההחלטה על הקמת הצוותים התקבלה בעקבות הסכמה של ראשי המפלגות להניח בצד מחלוקות אישיות ומאבקים על זהות המועמד לראשות הממשלה, במטרה להבטיח ניצחון בבחירות ולהקים "ממשלה ציונית וממלכתית".

ממפלגות הגוש נמסר כי הקמת הצוותים מבטאת "מחויבות עמוקה של ראשי המפלגות לעבוד ביחד ובתיאום, על מנת להביא לניצחון בבחירות ולהקמת הממשלה הבאה". הצוותים החלו לפעול באופן מיידי.
