US and Iran Exchange Messages on Returning to Understanding, Show Positive Signs

The United States and Iran are reportedly engaged in an exchange of messages concerning a return to a "memorandum of understanding," with "positive signs" emerging from the discussions, according to Saudi outlet Al-Arabiya. A regional diplomatic source claimed that mediating countries have conveyed messages related to the opening of the Strait of Hormuz and sanctions relief, and are awaiting a response from the U.S. The report suggests that any return to the understanding would be gradual and accompanied by guarantees.

This development follows a statement by U.S. President Donald Trump on Tuesday, who said his envoys Steve Witkoff and Jared Kushner met with members of the Iranian delegation at the UN General Assembly. Witkoff described the meeting as "very good," and Trump added that reaching an agreement is in Iran's interest.

Iranian state television reported that Iran's Foreign Minister Abbas Araghchi was present at the meeting. The outlet also stated the meeting was initiated and insisted upon by the American side, in exchange for Iran's conditions for reopening the Strait of Hormuz being delivered. According to Iranian state television, these conditions included the immediate lifting of the naval blockade, the immediate release of all frozen Iranian assets, and an end to fighting on all "fronts of resistance."

Witkoff confirmed on his X account that talks with Iranian representatives took place on the sidelines of the UN General Assembly, facilitated by intermediaries who moved between both delegations throughout the day. He added, "We have successfully completed a round of talks that we hope will prove constructive and promising. The intermediaries will continue their work."
