Russia Appeals to UN Over Detained Historian in Israel

Russia's Presidential Human Rights Council (HCR) has appealed to the United Nations regarding the detention of Russian historian Artem Kirsanov, who reportedly disappeared in Israel earlier this month. According to the HCR's appeal, Kirsanov was arrested at Ben Gurion Airport by the Shin Bet shortly after arriving on August 2nd, having flown in from Yerevan, Armenia. The council is urging the UN to press Israeli authorities for an explanation of the arrest's grounds, immediate access to legal counsel, and qualified medical care for Kirsanov. Russia also seeks information on his detention conditions and investigative materials, demanding a UN declaration of the arrest as "arbitrary" unless Israel provides a "satisfactory response."

Prior to the official appeal, activists in Russia launched a campaign for Kirsanov, known for his strong criticism of Israel and Zionism. Petitions have circulated calling on Russian authorities to actively seek details about his fate, as the reasons for his detention and his procedural status remain undisclosed, with no formal charges filed or case materials revealed. The Russian appeal stated that detentions by the Shin Bet typically involve suspicions of crimes against state security, suggesting Kirsanov's arrest may stem from his political views, which they claim is a "blatant violation of the right to freedom of expression."

Kirsanov, 51, born in St. Petersburg, immigrated to Israel in the 1990s, studied at the Hebrew University, and returned to Russia about 15 years later. All attempts by his associates to contact him have failed. Russian Ambassador to Israel Anatoly Viktorov told the Russian state agency TASS three days after Kirsanov's disappearance that Russian diplomats were monitoring the situation, but there have been no further official Russian statements. Israeli authorities have not commented on the matter.
